When you're so transparently desparate, you're going to get worked on with every contract.  Tepper and Rhule are continuously shooting themselves in the foot trying to build this team.  

Think it's why Tepper has obviously stopped saying anything publicly but strangely letting Rhule run this into the ground.

It's all self inflicted. The FO, or lack thereof, is how they got to this rock bottom fiasco we are staring at.  

It all sounds like excuse making. The disfunction starts at the top and seeps down into every decision this unqualified staff makes.
