Not really shocking. Its a normal thing in many third world contries. I never done it before but I've seen many people do it back in the motherland. Lack of vets and overpopulation of stray dogs will cause this.

My ex-sister-in-law found a box of puppies here in Charlotte drenched in gasoline! She figured that she scared the SOB away before he/she had a chance to light it!

(They even put her on the Local TV news for rescuing them.)

Very... I grew up in ex soviet country and we have a severe stray dog problem. It so many of them that they form packs (sometimes up to 12 dogs). When I was 8 years of age, I was walking home from school and a pack of stray dogs attacked me for no reason and almost killed me. I was all covered in blood and my mom was affraid that I might have been bitten by dog with rabbies (many stray dogs have em)... Luckly I wasn't... This stray dogs dig in the trash and turn everything upside down, they attack domestic animals (cats and dogs). They can even attack and eat farm animals. Once a year, early morning, a truck with snipers would go out and shoot stray dogs because they overpopulate like crazy. They mutiply up to 2 times a year and have on average of 8 puppies per pregnancy. You take 1,000 stray dogs and you can have increase of 16,000 stray dogs in on year... this dogs become sexualy active within a year. Now mutiply 16,000 by 16 and you know what I mean. Pregnant dogs usually sneak in people houses and basement to give births. No body wants a stray dog... so what are you gonna do? Raise all 8? You have to let them out on the street... If cops findout about that, your ass goes to court and you have to pay huge fine. I volunteer for animal control for 5 years and I responsible for multiple dog adoptions. I love dogs and animals overall but it is a reallity people in ex soviet repblic have to face. It's not an animal hate, it's just the way they have to do things to help society.

Its not so much that they are killing puppies, its that they are throwing them into a cold ass river while alive. Just shoot them in the head, or ring their necks. This is just fuged up.
