The latter part is the truth. They gave some PS concessions IIRC during the move to 17.

And we all know how much cheaper PS guys are than league minimum guys.

Inconsistency...although sustainability is probably the better framing word.

He's certainly capable of having good games, but not on a consistent basis. 

Likewise, he may be somewhat overachieving right now, but I doubt that's sustainable.
