Why does Ron Rivera not call the defensive plays?

I know coaches like Lovie Smith, Bill Belichick, and Rex Ryan, to name a few, Call the defense durring games. Why does Rivera not do the same? He did very well in Chicago and San Diego. We can still run the same Jim Johnson 4-3 and keep Sean McDermott (or fire him I could care less) But come game day let Rivera make the play calls. I feel McDermott always blitzes at terrible times and the blitzes he calls never seem to work.

I don't know if he calls the plays or not, but that terrible 6-man blitz in the Bucs opening drive that literally had no creativity was awful and so vanilla I could have sworn Meeks was calling the defense again.
