While I don't agree that the ref should have been dismembered, necessarily. He wasn't killed over the game. He was killed because he stabbed and killed a player during the match.

The socio-economic status of a country's residents is not the lone determining factor in rating it's status among world economies. There are a lot of poor people in this country and that number grows daily. Brazil has the 8th largest economy in the world and also has one of the fastest growing economies in the world.

 

But some still classify Brazil as "developing" alongside China, Russia and India. Just a difference of opinion.
