Shula is going to get head coaching consideration and will probably accept the job. Obviously the Hurricanes would take him (lol) but he'll likely get some attention from:

-miami Dolphins: Obvious Legacy hire, easy storylines, easy sell to fans, young mobile QB.

-Tennessee Titans: Young, mobile, accurate QB

-Cleveland Browns: lol the Browns

-Alabama Crimson Tide: yeah right just kidding

When he leaves, he will likely bring with him one of two gentlemen on the Panthers staff to run his offense: Ken Dorsey or Ricky Proehl. Who do we promote first in order to keep?

Ricky Proehl: North Carolina hero, well respected within the team and NFL community, wide receiver whisperer, former NFL player. Will be a head coach someday.

Ken Dorsey: "played" in the NFL, Miami Hurricanes legend, very cerebral and was integral to Cam's early development, humiliated himself in a skills competition against Jake Delhomme and Kurt Warner one time and if I could find that video I'd die a happy man.

I personally think we hang on to Proehl, since I'm almost positive Shula is going to end up with the Dolphins. He'll take the local hero, we'll hang on to ours, they get the Shula experience, and we're one step closer to Ricky Proehl's 30 year reign of terror on the NFL.

I think Shula's going to stick around. He's probably still a little gun shy from his spectacular failure at Alabama, even though he walked into an unwinnable situation there. I say he probably pulls more of a Jim Johnson/Monte Kiffin move, and stays long term with the team that he's made his name with. You never know though...

You left out the Colts, who would go for the name when they failed to get Saban.

We probably end up keeping both, unless you think one is looking for an OC job somewhere that he could get.  Neither one has a lot of experience coaching, so I'm not sure either gets serious consideration from anyone.

Payton to the Colts is apparently a fait accompli

If shula leaves, he'll take one of them with him. That's what coaches do. 

Also position coaches get promoted to offensive coordinator all the time. It's what they do.

you mean in 2012, when he'd just been the panthers qb coach for a season, wasn't the Panthers OC, and was never interviewed?

I'm not disagreeing with the concept, I just see each having limited experience as being a factor.  Shula has something like 27 years of experience in coaching.  Dorsey has 2.  Proehl has 4, so I suppose he's the more likely candidate.  But if Shula is getting another shot I question if he wants the risk of an inexperienced OC or go the safe route.
