It was not a catch. The ball hit the ground as Cotch is falling forward, prior to his rolling over. He clearly does not have possession and never really had it at all. 

Rivera throwing that second challenge flag was stupid, now we're out of challenges. (Which is also stupid, rule needs to be as long as you have a timeout, you may challenge, with the loss of timeout as the penalty for losing the challenge).
