Still more cap room

From what I've read, if teams like the Jags, Browns don't use the majority of the salary cap, they'll lose it for next season. Spend it now or lose it. You would think, with the amount of cash these teams have had, they'd be able to go get some big name guys to come in, then again, we're talking the Browns and Jags.

If I remember correctly the minimum spending limits are based off of 4 year windows.

i've seen major tv networks still using the old logo.  it shouldn't drive me as crazy as it does.

Can someone explain.. So see the Jags have 32ish. Do they have to spend all of that this off season? And why would teams not elect to gain more money from last years cap?
