I don't think so, he's just the most suited to handle the bulk of snaps based on his skillset and body build.

That's not to say he's good, it's just the weird structure of our RB stable. Stewart is an every down back. Tolbert is strictly short yardage these days. Fozzy is change of pace. Because Tolbert and Fozzy fit so squarely in their respective roles, it's hard to consider them worthy of branching out of what they're best at. CAP is a JOAT so he gets the default workload when Stewart is out. If (and when) we draft a RB this year, I firmly anticipate CAP being gone. He was only a 5th round pick, we have nothing invested in him, and he hasn't shown enough to be activated on game days over guys like Bersin, Cash, Jacobs, etc. who all play ST.

Next year I expect the HBs to look like Stewart, Rookie, Fozzy, and a FB who isn't Tolbert.

You still haven't said who's better than him outside of Stewart

I'd say Fozzy, but he's too small to be an every down back. Fozzy has great vision, he's just tiny. It's like Darren Sproles. He's probably the best back on the eagles but he's too small to handle consistent large workloads. When Matthews goes down, they have someone else start but work him into the offense even more. You need someone that has the ability to wear a team down physically. We used to be able to throw Tolbert in the backfield as well but his play fell off a cliff these past few years. I'm fine with keeping Fozzy and Stew next season and letting Cap and Tolbert walk if we can get a legitimate RB and FB respectively.

I also think CAP is the 2nd best RB on the team.  See how good any RB would be after not playing at all then out there STARTING. He has some good plays but most would say a RB gets better the longer he plays. Letting them get a fell for the game.

I think its weird that your backup starting RB gets no play time till he is starting. 

I like Benjamin but I think some of his snaps could have went to Philly, some times it seemed like his head or his hands were not in the game. Philly seems to go 100% till his body cant take it anymore. IMO

I'm saying he hasn't shown me or a lot of other people enough to be considered as anything beyond an emergency backup that would possibly be activated when someone else gets injured.

Suggesting he's the second best, fifth best or whatever is relative and there's nothing to make that relative comparison to.

I would also think that if he were the "second best" that he would be active most Sundays instead of Fozzy Whitaker. And that has nothing to do with ST, either. There are a couple other guys who have been used as punt or kick returners, CAP among them.
