The throwing motion is a pump fake to the ref, then he stops the throw to the ref and CLEARLY bends over to put the ball in the lap of the player. You can tell by the way the ref doesn’t react to the throw flag until he realize the football is in the players lap.

Yeah just what I thought he sat the ball on the defender and got flagged which is stupid.

A ticky tack penalty that is only called on certain occasions.
