Doesn’t have to be at the end of half or game, can do it at any time after a fair catch.

Madden used to talk about it whenever a team was about to receive a punt near the end of a half.  I knew about the rule because of him, but in 50 years of watching the NFL, I never saw it tried, until today. 

It's a pretty no-risk play as long as the kicker can get it out of the end zone.  Like a kickoff, the defense can't block it which is what would be the major risk of a 60+ yard FG.

In the rule book, they call it a Fair Catch Kick.

It’s been a part of football for as long as I can remember, and I started playing football before face masks were standard equipment. 

Just a guess, but it probably went into the rule book the same time the fair catch did.  The only thing I can say for sure is that was before 1969.  Probably long before 1969.
