They wanted him to keep an existing coach.

Voth makes it sound like he's making the pick. Whether Tepper made any suggestions, unknown.

Panthers were said to want to keep RB Coach Jake Peetz but I doubt they'll force it.

Yeah hopefully Rhule does hire Phillip's. Would help him transition to  a NFL head coach better.
