Assuming stadiums are operating at far less than capacity, logistically the rule might be enforced when leaving your seat to go to the bathroom or to get concessions but once you're in your seat, it may not be as strictly enforced. Between being outdoors and having 6 feet between fans, that may mitigate risk decently enough that fans can sit and drink a beer at their seat. To allow for sufficient distancing, I would probably advocate even less than 25% capacity (perhaps 15-20% or only 1 in every 5 or 6 seats occupied). Even then I worry about the potential for a large amount of aersolized viral particles with thousands of fans screaming at the top of their lungs. Maybe it'll be like those Japanese theme parks where you're encouraged to scream inside your heart.

My guess as well.  Almost like the old smoking areas.  Bathrooms and concession lines will be appropriately “social distanced” as will the queue to enter but once folks get on the ramps or in the halls it will be a free for all.  The stands will likely be monitored for optics sake.
