Not so sure.

Some states have laws where if you are present during a death, while committing a crime, or said death was a result of said crime, you an be prosecuted for much larger offenses.

Not saying that will happen, but I've seen it before.

They will have to increase the charges to a felony if they want to charge him with contributing to the death of the person.  Street racing is illegal but it takes 2 to race. Both know it is illegal and extremely dangerous.  Unless he caused the other car to crash I doubt they will pursue the maximum penalty. He should have stayed at the scene and took it like a man.
