They were going to change the rules in 2014 when the Panthers finished 7-8-1 then bent over the cardinals on their 9th string QB. I don't see it changing unless they just get rid of division all together. It's fine the way it is, the better team usually wins anyway.

I don't think that this is actually anything the NFL itself nor the owners actually care about. You may see some grumbling every few seasons but especially with the expanded schedule, everyone knows the score.

If the Rams/Seahawks/49ers lose to Tampa/Carolina, the story ain't gonna be how unfair the homefield advantage was. It's gonna be "How the fug did they blow that???"

The home field/seeding thing seems to be an ESPN-driven talking point whenever it does happen.

The word from the NFL has always been there should be a reward for winning the division, it's important and it means something, and if a team wants a home playoff game, win their division.
