I didn't know that it was legal inside the tackles. That is interesting. Isn't the horse collar rule basically the TO rule? If I remember correctly it was put into place after TO was brought down running full speed and broke his leg. I might be wrong about that.

I guess in between the tackles the danger level does go down quite a bit and RB's are running low to the ground with not as much speed. Basically guys are just wrapping people up and are bound to grab onto the shoulder pads. I am just guessing that is what it might be. I am curious as to the real reason though.

It is funny that the horse-collar rule was enacted for safety... but it's okay to do inside the the tackle box. It points out another problem some of the safety legislation the NFL is attempting. It's okay for a RB to drop his head and use his helmet as a battering ram against a defender, but the other way around is a penalty and a fine.

you can lower your head and lead with your helmet the other way around. a RB in that situation isn't deemed defenseless.

I believe that was discussed as a possible rule change a couple years ago but it never went through. In the NFL's defense I am pretty sure they put a lot of reaserach into that topic before coming to a decision. I remember watching something on that exact topic.

This is what really makes me mad. You are seeing it more and more, the RB or WR lowering his head so the helmet to helmet happens. It just proves that the NFL could care less about safety and all about helping the offense score more points.
