Edit: Appears to be speculation on female broadcaster's part on ESPN. Several of us have scoured Social Media, and we can't find anything else, other than what she said

 

Just heard on ESPN NFL Insiders that he has been cleared and will return to practice on Wednesday! Obviously no link as it's live

Nothing tweeted by any of the Panthers' beat folks on this yet...

I'm not sure why ESPN would have a scoop over all the Panthers tweeters.  There's nothing at all on Twitter today to suggest he's been cleared yet.  Just that he has passed another step / ready to see independent doc / and COULD return to practice on Wed.

I completely agree with you, I see nothing else anywhere, and Schefter was right there and not even a tweet from him

Ron sounded really optimistic about Luke in his press conference today.  Although he didn't come out and say it, I think he and the team fully expect Luke to be cleared tomorrow.  He said something like "we're feeling really good about it" and much less of the mantra "he's still in the protocol" that we heard all of last week.
