One possible theory...

There was a rumor around the time of the team sale that the whole "contractually obligated" thing was bullsh-t. There were some elements of the team and the fanbase that supported it staying in place. Tepper allegedly compromised while publicly making it sound as if he had no choice to avoid making detractors angry.

Valid? No idea, but it would make some sense given that the statue is now coming down.
