It's more along the lines of "Hey depending on how the draft shakes out we are willing to meet x amount of money in a contract if you are still available" and the FA would take that into consideration before signing anywhere else. Secret contracts not so much.

Hence why I said "agreeing to terms" as opposed to "signing".

Hadn't occurred to me that some might not know the difference.

Signed contracts have to be reported to the league for approval.
