You don’t trade two first rounders for a CB unless you’re 100% certain you have a QB

Yep. Said it when the trade was announced. They basically just told the league they're committed to Jones and just handed his agent a TON of leverage in negotiations.

I mean yes and no. They traded two first round picks for, arguably, the best CB in the NFL. That's never a bad investment in a passing league. 

The Colts clearly live and die on O with Taylor though.

It's a bad investment in a passing league if you don't have the answer at QB on the roster. Hence why the trade signals that they absolutely believe that they do.

Jonathan Taylor is Indy's Rico. It's not a Daniel Jones resurgence, it's a RB playing out of his mind and carrying the offense.
