Not so sure that is true.

 

First...the verdict would not be until after the rules change.

 

Second....we are not really talking about the law here.  The punishment by the league does not have to follow the law.

You're right and they shouldn't be able too but I'm sure Goodell is just dying to get the opportunity to fix this mess he's made and make an example out of someone. Hardy's case will most likely be his first crack.

Hardy will have a tough time signing a huge contract if he gets a strike in a two strikes and you're out rule. People are going to be a little nervous if imagine to shell out the dollars to a guy that could be gone forever at any second. Even if they get all their money back.

Bad news for Hardy. If they would have just been more harsh on Ray Rice the bad publicity wouldn't of cause the NFL to make longer suspensions.
