Honestly, it's really hard to see if he tapped his right toe. The way he falls suggests that he didn't but super slomo replay can show some pretty amazing things. If this were a game I feel they'd get the call right.

Definitely only 1 foot down.  The gif loaded slow as balls for me, and I could see each frame easily.  Right foot was about 3 inches off the ground, all the way through the catch, and didn't touch the ground until about 1.5 yards out of bounds.

Slow loading comes in handy once in a while. Looked like a whiff to me even at normal speed.

Incomplete.  He ALMOST tapped his toe, but then let up and tried to plant his foot.  There's a similar play his rookie year where he caught a bomb headed out of the back of end zone that was called incomplete for the very same reason--didn't drag his toe.
