It's sarcasm in regards to another tweet in that thread that isn't the one posted here.  Basically saying the Panthers have like 6 holes, and only 18 million in space after rookie contracts.

Plus the Saints are going all in since Brees is like 50. They will max out their Cap the next three or four years to make things fit for next season.

theoretically there's no reason a team couldn't be up against the cap every year, just like somebody could more or less live their entire life addicted to heroin

assuming you're always hitting on most or all your draft picks and FA signings every single year in the first example and can always afford to cop in the second example everything is great.

He forgot G, possible C, OLB
