For what it’s worth though they draft by position group which go in a pre determined order. This doesn’t mean the XFL considers him the 8th best player available, just the 8th best skill player (I’m guessing WR/RB/TE only) available.

I'd be curious as to how they built their draft order since there are obviously no prior records to go by.

I'd have to imagine it's something that shuffles in order to be fair.
