He played well against the Lions.  The whole defense played well and it might not be a coincidence.

You play Carter the rest of the season and see what he brings.  If he shines than we can focus on the offensive line.

I personally want Parsons over a QB not named Lawrence or Fields, but we might play our way out of drafting him as well

I wonder if Christian Miller coming back next year will mean we have Thompson, Carter and Miller back there. It could be pretty good like that. 

Chinn has been outstanding, but keep him listed as a safety and let him play exactly as he has so far.

There's absolutely little reason, if any, not to play Carter. I will wait with baited breath (not really) to see if Rhule will pull a Rivera! That will tell us a lot.

While Whitehead has been terrible and there is something to be said about being strong at LB, I think if the defensive roster were stronger at other positions, a deficiency at MLB (like Whitehead) wouldn't stand out as much).  If we get another capable/great player at DT to play next to Derrick Brown, we're going to have a pretty damn stout front four (Yetur, Brown, Hypothetical DT, Burns).  We also need secondary help.  If you've got really solid units in front and behind the LB corps, we can get away with simply average personnel there (Whitehead still wouldn't qualify).  Considering we also need offensive line help, I'd rather allocate draft capital and cap space in other areas than pick Micah Parsons in the first.  BPA from DL, OL, and secondary.  This is assuming there isn't a franchise QB (or one the staff views as a possible franchise QB) available where we pick.
