As has been said many times before, this is Tepper's own doing since he made himself so visible early on and frequently spoke about team matter, e.g. the QB situation. His current silence is in stark contrast to when he acted like he was getting one over on the rest of the league and is reasonably perceived now as hiding.

Mostly the latter.  Most owners don't say much to the media.  There are some notable (or notorious) exceptions, like Jerry Jones.

Personally, I don't care if I hear from Tepper or not.  If somebody can show me how him speaking puts more wins on the board, I'll rethink that.  But, I agree with something an owner said long ago when the league was marching toward a lockout, "nobody pays to see me own the team."

      I mean not surprised the Patriots took him in and aren't trying to push him out. They've been the most morally bankrupt team in the NFL for a long while. Wouldn't be surprised if Vrabel has his own dirt on Kraft/Brady and other assholes from that organization over the last couple decades.
