does it seem like Clifford is going to BS with Miller

With the Bridges situation, he's probably not going to have much of a choice. Also, Coach Clifford's job (for better or worse) is to win and this is a fringe playoff team. Miller is not ready for heavy minutes right now. Adding certain injuries and Miller's hopeful development through the season, I would expect to see him more later in the year similar to Mark Williams.

If that turns out to be the case and if Scoot goes on to star, this franchise will lose a ton of support for once again screwing the pooch.

I didnt pay much attention to Scoot during SL, but I have heard he is impressing.  I watched what I could of Miller since SL and he has not been impressive at all, so go ahead and prepare yourself to adjust expectations and support accordingly - our franchises can not get out of their own way.
