As I have said many, many times, tanking is a FO thing and extremely rarely an on field thing.

Talent wise, Stroud would be a significant upgrade to Bryce.  The Texans put zero emphasis on developing quarterbacks or driving the ball through skill positions.  Their OC is a Tight End homer, and wants to control the ball / not make mistakes. 

If you put Stroud with Josh McDaniels, Sean McVay, Ben Johnson, or any of the other offensive gurus in the league he would look like a completely different player.  Bryce would be better with those coaches, but he wouldn't be CJ Stroud.
