Worth noting that's actually the second time that Tolbert has taken less money to sign with Carolina.

When he originally signed here, he had a higher offer from the Chargers.

I was going to point this out. Rumor was he took a $3 million pay cut to come to Carolina.

Krispy Kreme Brigade is back!!!!!!! #KeepPounding

Well... I am leaning towards drafting Baby Gronk too.  But I'm glad he'd have Tolbert to play alongside.  The complexity of our run offense means that draftees are not plug & play.  We saw that this year with how few snaps CAP got (not to mention Wegher who got 1 offensive snap, I think?!).  So I'm ok with having both Tolbert & Gronk on the team.  We're always going to have a few players on the 53 who are mostly inactive... (as was Wegher for 18 of 19 games).

Would we really carry two FB's though?

only reason we kept Wegher around this year was the upside as a RB, and putting him on the practice squad would have likely lost him to another team, not sure they'd do that for a FB.

That roster spot could probably be better utilized elsewhere on the roster, such as DB or WR where we either need depth or already will have tough decisions on who to keep/cut

Agree it's not highly likely, especially if we're trying to slowly develop new draft picks at DE or OT or CB.  But given that there are always 7 inactive players, and that much of this season we usually had at least 4 healthy scratches per game, it wouldn't be out of the question.
