For real though. Outside of back up QBs, when was the last time a QB “developed” into a starter?

Not 100% sure what would qualify as "developing into a starter".  

But out of the 8 teams in the division round of the playoffs, I count..5? that weren't starting day 1.  4 I think that weren't the starter year 1.

I mean guys who were drafted outside of the first round (weren’t expected to be good coming out) and developed into starters after being benched for a year or two.

I mean even Rogers was drafted first round after it being a toss up pre draft whether it would be him or Alex Smith at number one overall. He sat only because of that Brett Favre guy.
