They can't,  no one in the process right now can come close. 

If he goes somewhere else it's because Texans accepted a lower offer because as far as I know if he met with the team the trade clause was waived.

if even the local rah rah guys are throwing in the towel, it's truly done.  But that should have been evident here when the few national guys weighing in all started saying it was the Saints to lose even after Tepper spent 14 months on his knees begging.

really deflating that after a year spent building this offer and cultivating the front office relationships and prepping financially for it, the panthers are bested by the saints who pop up three days before free agency, poop up an offer, extend some guys, and are the instant favorite to land him.
