The fact he believed the caller does make you wonder if he was feeling some guilt from Tax infidelities. It's like when a man cheats on his wife and his Wife asks him "is there anything you'd like to tell me" and the man thinks "she knows" but really she's just pissed you ate the entire bag of chips.

My brother bit on the similar scam.  "A deputy sheriff is coming to arrest you for missing jury duty unless you buy a Green Dot card for the $850 fine and call us with the pin number".   Somehow the scammer in Atlanta knew that  he did have jury duty that week but he had been dismissed because so many cases had been settled out of court.   The scammer convinced him that he had misunderstood being dismissed.  Luckily when he went to buy the Green Dot card the cashier knew it was a scam and talked him into calling the court clerk. .

In those situations you've got to think.  So many people out here trying to trick you...you've got to be smarter than that.

Just had a friend who got scammed trying to lower her student loan debt.  She called and told me about what they were telling her.  As she's telling me this, I'm just shaking my head.  She asked me what I thought, and I told her they got you.  I felt bad for her.  Got $120 off of her.
