This doesn't really buttress your opinion.  He is not the best, but is not nearly as bad as Harper was on his better days. A change of scenery in Carolina could breathe some life into his game. 

 

Leaving Cleveland for CLT adds 10 years to your LIFE, much less football career.

Our only other safety pickup was, literally, THE worst PFF safety in football.

He'd do well paired with a really good coverage FS.  I do think Coleman is above average, but he's definitely not really good and rangy in coverage.   There are very few in the NFL like that.  Anyway I don't think he pairs well with what we have due to his boom boom thump can barely cover skillset.

We still have Boston and could still draft a safety.  But to get the kind of player I think you're looking for at this point would require a player or draft trade that would cost more resources and money than we'd want to give up.  Either that or the 80s Ronnie Lott clone falling out of the sky.

Ok, here are PFF player grades for the Panthers safeties, Whitner, as well as some other safeties who are free agents in case it's of interest (I didn't list some other free agents who ranked worse than Harper, since our goal obviously is to UPGRADE).  Sorry I don't have access to PFF Premium stats.

Marcus Ball didn't have any grades.  Boston, Marlowe & Jones have grades, but no rankings due presumably to their limited playing time.

So it seems Whitner would be a marginal upgrade over Boston, but 7 years older and more expensive?

The problem is; the savvy vets should be here for depth and mentoring, but Ron insists on starting them. 

I think getting rid of Cotch and Harper might be a sign that Gettlemen is throwing out Ron's broken toys. We might see less of these types of signings. 

I say our young core is now reaching vet status. Get us youth and speed.

You can't ready judge him based on how he did in Cleveland because they were and are awful on offense and defense. Like with Coleman you have to decide how he would do with our front seven. My biggest concern was his pedestrian run support moreso than his pass defense
