Should Luke have a bigger role in special team as a tone setter?

Absolutely. Until he gets hurt playing ST, then it was a terrible idea all along and I was against it from the beginning.

I'm pretty sure he was only in on punt return situations against the Rams because of Jeff Fishers reputation of trying stupid trickery gadget plays. Nobody on the Panthers is able to diagnose what play is coming and able to get their teammates in position better than Luke.

Though I would love to see a better special team showing, not with Luke.  Luke needs not to be in a situation where he could get injured and miss his ability to show his talent where most needed.

Really he needs to be coaching up the defense or comparing stats with Davis on the sideline. I, too, think he played because Shaq was out. Probably volunteered lol.

Luke has always played roughly this same number of special teams snaps. 6 to 8...you can see this at blackandbluereview snap count archives.

For people who talk panther football all day I'd assume you would have noticed this.
