Since it's the penalized team's fault there's a runoff, I think it's an odd rule.  But whatevs.

I've never seen refs extend the game so much. There was at least 20 minutes of extra time in this game to refs having discussions.. maybe they were out there saying "hey, i forgot to read that rule... anyone know what the hell it says?"
