Cam has stated multiple times he wants to stay in Carolina. Like every chance he gets but clearly he’s in on it. He might be but everything that’s been said and done to this point says team doesn’t want him but he wants to be here

Yea, I don't blame Cam whatsoever but I seriously doubt he had a lot of motivation to play for a team that clearly wasn't all-in on winning.  I don't think either side wanted to go into 2020 with the situation as is; Cam didn't want to play on a one year deal on a bad team and the Panthers just didn't want Cam Newton.

I could see Cam wanting more money (via extension) than Tepper/Hurndog are willing to pay, so they tell him to test the waters. Sure, he's pissed off, but if anyone makes an insane offer, the panthers win, if not, the panthers win.

Yeah, but that could have been a “I want to be here if they extend me”. 
 

It will be a while until we know for sure what happened. Rhule’s statements make me think he wasn’t willing to play on a non guaranteed contract.
