That was more about Hardy than the Panthers, and a true suspension is still coming there.

But more to the point, that came after he got hammered for the Ray Rice fiasco.

Yep.  Goodell panicked and caved like a little bitch with the Hardy situation.  That's all there is to that.

The Saints traded away their first round pick the year before Bountygate, so there was no first round pick for the NFL to strip that year. Ergo, two second round picks for Bountygate.
