It's a stupid rule.

If you lower your shoulder to protect yourself and the offensive player does too then heads are going to hit.

At 40mph closure it's almost impossible. 

They need to rewrite it for blatant stuff like Wilbur Marshall used to do.

Don’t think it was malicious or he should be ejected, but he put his head down and led with the helmet despite his shoulder getting clipped, and has a result helmet to helmet

it should still be called so good call
