I think that's the point. The ref makes a wrong assumption and throws a flag on what was very obviously not PI. Its a bad call

No, you can't. If the ref judges that you impeded the receiver it's DPI. If he's jumping and comes up short and you have your arm around his waste flags are gonna fly. It's been like that for years, this isn't new.

Post it, I specifically watched it twice, he got slightly bumped and I mean slightly. This was after he tried to jam the receiver and lost leverage.
