All things equal #1 is always better. As long as you can freely trade it you have the ultimate chip. 
Some years it is a better or more valuable chip but it is always the best one for that season. 
 

Incould denigrate Tepper here for not knowing that season stuff, but will restrain myself.

For early money on a rookie deal? Yes.  For a second or third contract?  No.

I must have messed some context here. And have had a couple of liters of ale.  So I defer to whatever the hell you are talking about.  
I was talking about where you pick in a draft. Upcoming situation where there has yet to be a consensus ‘best’ meaning for this conversation the 2027 QB draft rankings.  
 

A number of possibly viable players. Which devalues the top pick.
But it’s still the top pick. And there is the Tepper blind spot. Not knowing. Knot nowing.

He is saying players that get drafted mid to late first round end up in better situations because they typically go to better franchises.

He has had two concussions and two shoulder injuries(one in college).

The impression I get is that Young is better at handling adversity than Stroud. A part of it might just be that Young has gone through so much adversity at the start of his career, and so things don't really rattle him as much anymore. 

Stroud has a far easier start to his career but it has gotten harder since then. Protection isn’t as good. He lost Dell. He had a concussion this season. But it's still bizarre how he went in full panic mode in the playoffs. It's like his confidence vanished and there was no real trigger on why it did. And this is happening a few years in? 

Young does need to work on his mechanics but that I feel may be far easier to fix than what may be a mental thing with Stroud.

Stroud just got his bell wrong, I think that was what he was thinking about during the game.  Some time off will probably help that.   Until the next hard hit

I keep thinking back to the free blitzer at the end of the first half against the jags who had Bryce completely dead to rights and instead of pasting him just stopped and jumped in the air.

i wonder if there’s concern among defenders that they’re going to seriously hurt him. A James Harrison/colt McCoy situation in this day and age probably ends with a suspension regardless if the hit was clean or not

If you have watched Stroud the past couple of seasons, I think his confidence well has been leaking for some time now. If you look at his overall production it has decline year on year and he just doesn't look comfortable very often. Some of that is loss of OL but it's not like he is getting David Carr'ed. This is the lowest sack rate he has had in his NFL career.

It's hard to explain the absolute meltdown he had coming into the postseason. I haven't really seen anything like that other than Jake's one game meltdown and Carson Palmer's wild 2015 two game meltdown(6 TO's against us alone). Both of those QB's didn't last long as NFL starters after that. Not sure what will happen with CJ but I do genuinely question if he is mentally shot.

Young's mechanics are unfixable because he(and his team/QB trainer) don't agree with anyone else on his footwork issues. They believe he is doing what will be successful for him.

I mean...I think the far more likely explanation is that he thought Bryce was about to throw the ball. Bryce has taken some BIG hits in his career and some this season, as well. Not to mention, with this cutesy sideline run BS, he has been courting some of these big hits to attempt to draw flags. 

In general, he is rarely getting blasted because he is fairly elusive, scrambles to throw often and doesn't  take a big hit to get a big throw/completion. He is going to the ground or hucking some duck in a general direction if he is about to get walloped.

JC dipped after his concussion this year.  Coincidence? Possibly.  Possibly not.  Might be there with Stroud as well. 
 

Brain clouds dulling reaction/processing.  
 

As if I have any medical knowledge, it seems possible though.
