I think the key difference is that the #1 pick was actually available. The Bears were still not ready to give up in Fields so they were willing to move it. But then Fields had another bad year and they end up #1 overall again with our pick with good QBs available. Washington and New England also both desperately needed QBs. I'm not sure if moving up the following year would've been on the table.

Manning looks good on a team that is loaded and has significantly more talent than most of the teams he faces.
