May not have gotten to town yet. They come in for their post draft press conferences then go back home or back to school because per NFL rules you're not allowed to do anything with the team until your schools classes have ended for the Summer except for the rookie camp. So they are probably just getting around to it now and there is actually a little bit to negotiate in 1st round contracts. Everyone should be signed by the time rookie camp starts. There's not really anything to worry about.

Yes. They sign an injury waiver that says they still get paid if they get injured. Dante Fowler wasn't signed when he blew out his ACL at rookie camp last year.

Yeah they can.  They can't participate in training camp without being signed though.
