I don't know about the rule but in my eyes that was a clean hit through and through.

Legal ..shoulder hit just under Norwood chest. His head wasn't hit what so ever

His helmet did come off.. but It looked normal. If a guy is just floating up in the air reaching for the ball it is natural to blast him in his ribs like a rhino. Humans are opportunistic

It doesn't matter though. According to the rules, they're not supposed to hit a defenseless receiver and supposed to give the WR a chance to run. Those types of hits, no matter if we feel it's clean or not, have been penalized every game since Goodell took office. I have a feeling if we did that though to another team, we would've gotten the flag. The refs also ignored a late hit out of bounds against CAP earlier. They only finally called a personal foul after the Titans had received a punt and the refs knew they would keep possession.

A defensive player is still allowed to hit a receiver in the air as long as he doesn't launch himself with his crown. But a lot of it comes down to the ref

I thought the same thing.  There were a lot of miss calls in Tennessee.

The rule says no such thing, though office ials tend to defer to the flag whenever things look vicious (and a Panthers isn't the one being hit).

(b) Prohibited contact against a player who is in a defenseless posture is:

(1) Forcibly hitting the defenseless player’s head or neck area with the helmet, facemask, forearm, or shoulder, regardless of whether the defensive player also uses his arms to tackle the defenseless player by encircling or grasping him; and

(2) Lowering the head and making forcible contact with the top/crown or forehead/”hairline” parts of the helmet against any part of the defenseless player’s body.
