With the lack of funds it is going to be difficult to sign Free Agents and keep Luvu and Burns.  That said there is NO WAY Morgan accepts a 3rd for Burns.  We would have to keep him.  Maybe get a better offer in a trade at the trade deadline.

Half tanking! Even if the Panthers give it all this year their talent pool will  still make appear like they are half tanking.

We are restructuring the roster, and NFL teams do that every year.  Especially with a new coach/staff/front office.  

I have only seen one NFL team actually tank, the Dolphins.  And it still hasn't paid off for them.

Nothing to tank for, just draft another QB on day 3 instead of a random position player that is also a shot in the dark, if Bryce sucks and that QB sucks then draft another QB higher next year. Over and over again til you get one

Well, that's what we'd actually be tanking for: the opportunity to draft high in every round next season (but the second ), including the highest rated QB. Now of course, the QBs are suspect...

Your last sentence sounds too akin to QB Hell.

It’s a cheaper way to achieve quarterback hell than the way we are currently doing it.
