Cam is almost in a Kaepernick level of not returning to the league. 

Since the last time he played so many teams have signed so many shitty or mid QBs vs signing cam who woudlve probably been better.

Imo they don't want to deal with the drama of him being a backup and/or don't trust his arm/ability. He hasn't had a full good season since 2017.
