No he didn't and he never did. Bryce is who Clausen thought he was. Clausen just threw the balls Bryce won't because he was also dumber with nothing to lose without that first overall paycheck. 

Clausen had the worst arm I have ever seen and tiny hands to boot. Bryce is just your typical NFL bust level talent without the hunger or need to earn a roster spot...yet

Clausen was basically a slower Bryce Young with decent size. His NFL tool set was trash too.

I remember saying at the time that I thought at least one of those was deliberate, done as an attempt to "send a message" to Smith.

There's a line in Remember the Titans where Coach Herman Boone says to QB Ronnie Bass "you can throw the ball a mile but you can't pitch it six feet".

There are definitely guys who do great throwing bombs but struggle with short and mid-level "touch passes". Lotta guys with strong arms have that issue because they don't know how to take some of the mustard off their throws.

Hell, Brett Favre broke guys' fingers.

I'm not sure.  I remember Clausen being worse than Young but when I look at Clausens highlight reel on Youtube he's clearly making throws downfield off of his back foot that Young simply can't - unless he's running forward to launch it.

But yeah Clausen didn't belong on the field whereas Young will occasionally climb the pocket and deliver a strike.
