Blame Hurney. You can't buy a $70k sports car on a minimum wage salary. I mean, you could, but your finances would be so out of whack...haha. You get the analogy though. When Gettleman took over, 2015 was his target year to have the purse strings loosened up enough to make power moves.

When you are bottom feeding, you have to take chances on solid talent with some issues.  Rice seems to be injured a lot.  That drives his price down to where we can afford him.  If he were constantly healthy, he would want too much.
