Does that mean he can participate in all the OTAs?

Possible, but I would say odds are against him. OTAs will be anywhere between end of May to Mid June and he hasn't been running on his leg in a couple months. He'll need to get his endurance nad strength back and I doubt he'll be fully cleared within just 2 months, but hopefully he'll recover quick.

To add to this. He's running but that doesn't mean he can do cuts, jukes, stopstarts, and other running drills that put pressure on his ankles. Running just means treadmill or strait line the other parts of being a receiver will be a while. So I am positive he won't do much at otas

Well said.

I would expect him to be brought along slowly.  In shape by training camp would be a good goal.  Working on cuts and routes can come later.

I have a feeling we are going to see a limited amount of Samuel this year. I think he will really be in shape and able to play fast and make all the cuts he needs towards to end of training camp; but with Wright and Byrd here they will get the snaps to start the season with Samuel maybe coming in more mid/late season. I also think year 3 is going to be his big year, full OTA and camp + less competition at the slot spot.

Hopefully I am wrong and he balls out this year; I think this kids got all the potential and drive to be great.

    • Watching games this year again and Bryce missed a wide open XL many times and some of them were in the endzone. I get the kid has mental lapses and hasn't broke out yet, but this is year three on a rookie deal! Cutting bait now is too early. If he hasn't gained anymore trust from his QB, posted any highlights, little production, or outright gets beat out then we can talk movement.
    • Samesies   I truly may just cash completely out of Panther football if we give him a long term deal that isnt necessary.  I have watched NFL for 50 years now and I can without a shadow of a doubt say you cannot win consistently with BY.  Way too many limitations to deal with.   I may come back around in 3 years when the inevitable happens and all parties are either cut and/or fired.  Giving him a deal before this season so you hopefully can get him cheaper in case he "blows up" or if you truly believe that he will has to be the most moronic decision a gm can make when the evidence is laid before you with different players
    • This is the one! I was at that game and all KB had to do was lay down on the corner after the pick or make an obvious tag while he was down. He had already ran a lazy route. Then if Cam would've just walked to the sideline like most elite QBs instead of trying to make the tackle.  A lot of people bring up the TJ Watt hit, but he just reaggravated a bunch of scar tissue from that play. And every Cam hater said that the running did him in and it was a dive tackle attempt on an interception that initially began the shoulder deterioration. He still went to New England later and would've got them in the playoffs had their A team not sat out the covid year. We quit on him too early. But hey how good was Teddy? Am I right?
