I'd be inclined to agree with you, but I hate the prospect of putting starting caliber players back to field punts. It seems too risky to potentially injure a key player for the slight possibility of a nice return.

I’ve never understood that mindset

better players than Samuel have returned punts.  I mean HOFers.  Injury can get guys anywhere.  Just as likely for Samuel to get hurt blocking on a standard run play IMO.

Tyreek Hill, Antonio Brown, Lockett, Landry, Beckham, Edlemen, Tate just off the top of my head in terms of current players.

Our history, 89 in the years we made real runs

HOFers, everyone from Deion to Woodson to Brown

Isn't Terry Godwin still a viable option? I think he's currently signed to Jacksonville's practice squad, so we could theoretically just drop Ray Ray and sign him to the active roster.

Godwin was actually a decent WR too.

When the whole huddle community agrees, that's a revelation!

It's not only the mishandling of punts, it's the decision making... how many times has he failed to call a fair catch and just let the ball roll for eternity and then turn around and call for one with not a soul around hjm?

I'm cool with someone calling for a fair catch every time, catch it and move on.
