With Stafford being hurt and limited draft picks, McVay can see what he can get out of Mayfield and would be a good insurance policy moving forward

I don't know. The Niners have a strong OL and a strong running game. Baker has looked pretty good in a similar situation previously in Cleveland.

Notice that Shanahan went with Josh Johnson as his recent hire given familiarity with their offense. 

That's something that cannot be ignored. It takes time to adjust to a new offense and there isn't very much time left for that to even happen.

Baker will get a shot because he is a form #1 overall guy and some coach will say “those other coaches didn’t know what they were doing…I can get the talent out.”

 

He will naturally get more chances than more talented, but later drafted, alternatives.
